With a commitment to promoting safe and orderly flow of data elements and facilitating the development of digital economy, the Macao SAR Government explores with the Mainland to implement relevant facilitation measures on the basis of the Memorandum of Understanding on Facilitating Cross-Boundary Data Flow within the Guangdong-Hong Kong-Macao Greater Bay Area between the Cyberspace Administration of the People’s Republic of China and the Secretariat for Economy and Finance of the Government of the Macao Special Administrative Region.

Standard Contract for the Cross-boundary Flow of Personal Information within the Guangdong-Hong Kong-Macao Greater Bay Area (Mainland, Macao) (the “GBA Standard Contract”)

Enterprises or organizations of the nine Mainland cities of the Greater Bay Area (GBA) and of Macao may conduct cross-boundary flow of personal information within the GBA between each other by means of entering into a Standard Contract for the Cross-boundary Flow of Personal Information within the Guangdong-Hong Kong-Macao Greater Bay Area and filing the contract with the Cyberspace Administration of Guangdong Province or Macao’s Personal Data Protection Bureau (DSPDP).

The Macao SAR Government will take account of the society’s needs for cross-boundary flow of data to explore with the Mainland promoting the orderly flow, development and utilization of data resources by means of a list of data allowed to flow freely or cross-boundary personal data safety authentication, thereby lowering the cost of compliance of enterprises in processing cross-boundary data and enhancing their competitiveness.
