To leverage its leading role as a special economic zone, a national economic core city and a national innovation city, expedite its transformation into a modern and international city, and strive to become a capital of innovation and creativity with global influence.

 

Overview:

Shenzhen is located in southern Guangdong on the east bank of the Pearl River Estuary. Bordering Hong Kong and being adjacent to Dongguan and Huizhou in the north, it is a national economic hub city and an international city.

In 1980, Shenzhen became China’s first Special Economic Zone, a pioneer and trial zone for China’s reform, opening-up and modernization. For years, Shenzhen has been ranked top in the comprehensive economic competitiveness index in the Report on Urban Competitiveness of China released by the Chinese Academy of Social Sciences.

The Outline Development Plan for the Guangdong-Hong Kong-Macao Greater Bay Area identifies Shenzhen as one of the four core cities of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), proposes to leverage its strong combination with Hong Kong, build on it as a core engine for regional development, and strengthen its radiating effect in leading the development of nearby regions. Shenzhen will meanwhile pursue the development of the “Guangzhou-Shenzhen-Hong Kong-Macao” innovation and technology corridor and jointly develop a GBA big data centre as well as platforms for international innovation. It will also strive to develop itself into a national logistics hub, an international integrated transport hub and an international hub of technology innovation.

The four pillar industries of Shenzhen include high and new technology, financial services, modern logistics and cultural industry. Driven by new driving force industries, new-generation information technology, biology, high-end equipment, new material, energy conservation and environmental protection, new energy, new energy vehicles, digital creativity and other strategic emerging industries have achieved fast development in recent years.

In the development of the GBA, apart from establishing itself as an international technology and industrial innovation centre, Shenzhen will develop a complex for global high-end financial industries and a trading platform for international technology trade. Meanwhile, Shenzhen will strengthen the radiating effect of its external transportation by accelerating the expansion of its global shipping network, enhancing the function of Shenzhen Airport as an international hub and accelerating the construction of external railways.
