The China Association for Science and Technology (CAST) and the Macao SAR Government signed the Framework Agreement on Cooperation between the Macao Special Administrative Region Government and CAST in 2018, establishing the Science and Technology Exchange and Cooperation Committee between CAST and the Macao SAR Government to support the development of science and technology in Macao and promote exchanges in popular science, innovation and entrepreneurship, talent, and academics between the Mainland and Macao. In 2021, the lead department for the Macao side changed to the Economic and Technological Development Bureau (DSEDT), following its reorganization to include a mandate for promoting technological innovation and development. Since then, the cooperation with CAST has continued to strengthen. 

The sixth annual meeting of the Science and Technology Exchange and Cooperation Committee between CAST and the Macao SAR Government was held in Beijing in May 2025. During the meeting, both sides reviewed and approved the updated list of committee members, reviewed the general operation in 2024, and discussed and approved the key work plans for 2025 and 2026 in detail. Mainland representatives attending the meeting included relevant officials from the Hong Kong, Macao and Taiwan Office, China Science and Technology Museum, Organization and Personnel Department, Publicity and Culture Department, Science and Technology Innovation Department, Science and Technology Popularization Department, National Academy of Innovation Strategy, Children and Youth Science Center, Service Center for Enterprise Innovation and Center for Professional Training and Services of CAST, as well as from the Foundation for the Development of Science and Technology in China. Macao-side representatives included delegates from the DSEDT, the Commerce and Investment Promotion Institute, the Science and Technology Development Fund, the Education and Youth Development Bureau, the University of Macau, the Macau University of Science and Technology, the Association for Promotion of Science & Technology of Macau, and the Macao Science Center, with representatives from the Economic Affairs Department of the Liaison Office of the Central People's Government in the Macao Special Administrative Region attending as observers.
