In November 2025, Chief Executive Sam Hou Fai met with Yin Yong, Deputy Secretary of the Beijing Municipal Party Committee and Mayor of Beijing, at the Government Headquarters. Both sides exchanged views on strengthening cooperation between Beijing and Macao and the development of high-tech industries. Mr. Sam stated that the SAR Government is committed to promoting appropriately diversified economic development and carrying out the construction of four major projects, including the planned technology research and development industrial park. He expressed hope to deepen exchanges and cooperation with Beijing, learn from its successful experiences to assist in developing Macao's technology and innovation industry, leverage Macao's unique advantages, strengthen cooperation with the Mainland in the technology and innovation field, and attract successful Mainland enterprises to establish a presence in Macao. Witnessed by Mr. Sam and Mr. Yin, representatives from both sides signed the Memorandum of Cooperation between the Economic and Technological Development Bureau of the Government of the Macao Special Administrative Region and the ZGC Group.
