The regional cooperation in the Pan-Pearl River Delta has been officially launched since the signing of the “PPRD Cooperation Framework Agreement” in Guangzhou on June 3, 2004. The PPRD region comprises of nine provinces/regions in eastern, central and western China, namely Guangdong, Fujian, Jiangxi, Hunan, Guangxi, Hainan, Sichuan, Guizhou, Yunnan, as well as the Hong Kong and the Macao Special Administrative Regions, accounting for 20% of the total area of China and representing one-third of the country’s population. In addition, the region (excluding Hong Kong and Macao) registered more than one-third of China’s total economic output. Over the years, close economic ties have been built within the region, giving rise to remarkable regional development in which each province can specialize in industries of its own competitive edges.
In accordance with the spirit of the important instruction about planning better the development strategy of the Pan-Pearl River Delta, to comprehensively implement the “PPRD Cooperation Framework Agreement” and other related cooperation agreements signed among the governments of the “9+2” member provinces/regions, “The Outline of the Plan for the Reform and Development of the Pearl River Delta (2006-2020)” was formulated.
Being the key region in the Silk Road Economic Belt, the 21-Century Maritime Silk Road and the upgraded version of the China-ASEAN Free Trade Area, the PPRD cooperation shall deepen in accordance with the strategic plan of the country. The respective governments deemed to push forward matters under the PPRD cooperation and formulate the “Joint Declaration on Deepening Cooperation in the Pan-Pearl River Delta (2015-2025)”.
According to the “PPRD Cooperation Framework Agreement”, “9+2” member provinces/regions undertook to host the PPRD Regional Cooperation Forum and Fair once every year by turns. The PPRD Regional Cooperation Forum & Fair has been held ten sessions so far, in which the first was held in June 2004 in Guangzhou, Hong Kong and Macao, under the theme of “Cooperative Development and Jointly Creating the Future”. The Second to the Tenth Sessions from 2005 to 2014 were held in Chengdu of Sichuan, Qujing of Yunnan, Changsha of Hunan, Nanning of Guangxi, Fuzhou of Fujian, Nanchang of Jiangxi, Haikou of Hainan, Guiyang of Guizhou and Guangzhou of Guangdong respectively. Meanwhile, the Forum and Fair shall function in respect of the “Joint efforts and take turn to organize” principle under the “Joint Declaration on Deepening Cooperation in the Pan-Pearl River Delta (2015-2025)”, which will then be a biennial event held in Guangzhou and the Guangdong Province will be the standing organizer with the joint effort of one or two provincial (region) governments.
