At the Guangdong/Macao Cooperation Joint Conference in September 2022, the Economic and Technological Development Bureau of the Government of Macao Special Administrative Region (DSEDT) and the Department of Science and Technology of Guangdong Province signed the Cooperation Agreement on Technology and Innovation Exchange between Guangdong and Macao in the presence of then Chief Executive Ho Iat Seng and then Governor of Guangdong Province Wang Weizhong. The agreement established the Guangdong/Macao Expert Group on Cooperation in Technology and Innovation to advance the development of the Guangdong-Hong Kong-Macao Greater Bay Area into an international innovation and technology hub and deepen science and technology innovation exchanges and cooperation between Guangdong and Macao, with the DSEDT serving as the Macao-side lead department.  

The third meeting of the Guangdong/Macao Expert Group on Cooperation in Technology and Innovation was held in Nansha, Guangzhou in June 2025. Attendees included Yau Yun Wah, Director of the DSEDT; Wang Yueqin, Director-General of the Department of Science and Technology of Guangdong Province; Yang Quanzhou, Deputy Director-General of the Economic Affairs Department of the Liaison Office of the Central People's Government in the Macao Special Administrative Region, among others. During the meeting, representatives from Guangdong and Macao summarized the work and implementation achievements of the expert group over the past year and reviewed the key work plan for the expert group in 2025. At the same time, both sides exchanged views on various tasks such as scientific research platform development, industry-academia-research collaboration, and talent exchanges. Other attendees included representatives from the Science and Technology Development Fund of Macao, the Education and Youth Development Bureau, the Pharmaceutical Administration Bureau, the University of Macau, the Macao Post and Telecommunications Bureau, the Macau University of Science and Technology, as well as from Guangdong, including the Department of Education of Guangdong Province, the Department of Commerce of Guangdong Province, the Guangdong Academy of Sciences, the Traditional Chinese Medicine Bureau of Guangdong Province, the Chinese Academy of Sciences Guangzhou Branch, the Guangzhou Municipal Science and Technology Bureau, the Zhuhai Science and Technology Innovation Bureau, the Economic Development Bureau of the Guangdong-Macao Intensive Cooperation Zone in Hengqin, and the Nansha Development Zone Administrative Committee.   

With the support of the national Ministry of Science and Technology, the governments of Macao, Hengqin, and Zhuhai jointly develop the Centre for Science and Technology Exchange and Cooperation between China and Portuguese-Speaking Countries to promote exchanges and cooperation in science, technology and innovation fields between China and Portuguese-speaking countries, assisting in bringing in Portuguese-speaking countries' technology enterprises to China and Chinese technology enterprises in going global. Furthermore, Macao and Zhuhai are cooperating to establish the Macao-Zhuhai Industry-Academia-Research Innovation Alliance to gather stakeholders in the technology and innovation industry from both places, including tertiary institutions, research institutions, and technology enterprises, improve the Macao-Zhuhai industry-academia-research cooperation mechanism, promote the efficient flow of technology and innovation resources between the two places, facilitate deep alignment between scientific and technological outcomes and demands, accelerate technology transfer and commercialization, and jointly enhance the science and technology innovation capabilities of both places.
